Gun Roundup Starts In P.E.I. Staff | Blacklock's Reporter | January 9, 2023 Cabinet this year proposes to launch its long-promised national buyback of prohibited firearms starting in Prince Edward Island, according to a federal memo. Islanders own few guns and represent a low “risk assessment” before RCMP expand the program nationwide, it said. “Prince Edward Island will be used as a pilot and will be the first point of collection based on the smaller number of firearms,” said an August 31 Transition Book for the Minister of Public Works. “As a result of lessons learned, gaps analysis and risk assessment would inform the second phase national rollout.” “Phase two, the national rollout, is planned for spring 2023 once an information technology case management system is in full place,” said the memo. The department acknowledged “very limited interest from the industry” in supporting the buyback program first proposed three years ago. No budget was detailed. The Parliamentary Budget Office in a 2021 Cost Estimate Of The Firearm Buyback Program put expenses at $756 million but warned details “remain unclear.” “There remain too many outstanding questions on how this program will be implemented to currently develop a complete picture of the true potential cost of the program,” said Cost Estimate. The number of affected firearms ranged widely from 150,000 to as many as 518,000. Cabinet in 2020 enacted Regulations Prescribing Certain Firearms that banned some 1,500 models of “assault style firearms.” The term was not defined. An amnesty period expires this October 30. “The prohibition applies to all current and future firearm variants that meet the criteria, now over 1,800 firearms,” said the Transition Book. “These firearms can no longer be legally used, sold or imported.” Bill C-21 An Act To Amend Certain Acts currently before the Commons public safety committee proposed to expand the ban to include any “rifle or shotgun that is capable of discharging centre fire ammunition in a semi-automatic manner.” Opponents have said the ban would affect commonly used hunting and sporting rifles. “The primary intent of the buyback program would be to safely buyback these now prohibited firearms from society while offering fair compensation to businesses and lawful owners impacted by the prohibition,” said the Transition Book. “The Department of Public Works is currently examining options for implementation of the buyback program.” The launch in Canada’s smallest province would affect some 6,464 licensed gun owners in Prince Edward Island, according to figures from the Commissioner of Firearms. It is a fraction the number of licensed owners in New Brunswick (70,425), Nova Scotia (75,501), Newfoundland and Labrador (75,957), Manitoba (93,182), Saskatchewan (112,790), British Columbia (315,077), Alberta (328,723), Québec (486,406) and Ontario (624,448). DECEMBER 11, 2022 – MINTO – CHRISTMAS RIMFIRE FUN SHOOT - RESULTS

It was a sunny but cold morning, -11C and feeling like -16C with a brisk 15 km/h NNE wind. After lunch the winds had decreased and although still -5C, it was much more pleasant. Nineteen (19) shooters participated, “A” targets consisting of two fun targets - the Fox and the Crow. A wonderful lunch was provided consisting of chilly, beans, brown bread, gum drop cake, banana bread, mince meat pies, christmas cake and cookies. Lunch was on the fly as “B” targets started. These consisted of two fun targets -10 Flies and 10 Crows.

Following the fun shoot we took the opportunity to draw for a rifle on which tickets had been sold for several months. This was a CZ452 with rings and a scope. With the support of shooters from the Minto Gun Club, the Petitcodiac Sportsman's Club and others, $900 was raised to help fund the renovations to the shooting building of the Minto Gun Club. The winner of the draw was Don M. Congrats Don!

The final order of business was to present the end-of-year plaques to the shooters who shot various records throughout the regular schedule and to those who won the 2022 final championships. Congrats to all!

December 4, 2022 - PETITCODIAC - CHRISTMAS RIMFIRE SHOOT

Time is moving on and here it is December once again and with it comes the much awaited Petitcodiac Christmas rimfire shoot.

Twenty shooters from the south of New Brunswick showed up to have some fun together shooting fun targets that are only seen at Christmas shoots.

Volker T. was the match director and head scorer with John McC. and Bert deV. verifying the scoring and stats. The ROs were Dan G., Dale H. and Bruce B. while many shooters went down range to change targets. Barb J. had some nice cookies and banana bread for the shooters who huddled around the stove or who chatted in the side room which was now insulated and had its own heater. Many thanks to all and to John C. who organized the food and the prizes.

The weather was typical New Brunswick late fall with temperatures hovering around the 0C at the beginning of the shoot and rising somewhat later in the day. The wind was raw and fairly strong and gusty. Although there was a magnificent display of wind flags, many shooters did not pay heed to them very much at all preferring to shoot quickly and go to the stove.

At the midpoint of the shoot, we all went to the clubhouse for a meal. This was assembled by John C. with Bruce B. bringing his wife's beans and John McC. bringing Dorothy's baking. Dave C. brought home made brown bread while Barb J.'s gum drop cake was a hit for desert.

After the shoot was finished and the stats were all done, Volker T. thanked all contributors to this wonderful get-together. Prizes were awarded to the 4 top shooters corresponding to the 4 fun targets. Then, as has become a tradition, all shooters were able to select a prize from the gift table. All went home with grins on their faces.

This amendment has been put forward by the Liberals and they have the votes to add it to Bill C-21. If Bill C-21 passes, and again they do have the votes, these firearms as well as all formerly prohibited firearms will be enshrined in legislation. 

Bill C-21 also now prohibits ALL CENTERFIRE SEMI-AUTOMATIC firearms with removable magazines.

NOVEMBER 20, 2022 - PETTICODIAC CENTERFIRE FUN SHOOT - RESULTS

Today it was truly a fun shoot at PSC. There probably would have been a larger attendance, but the mix of snow and rain in the early morning hampered travel. Winter is quickly upon us. Despite this, a handful of dedicated shooters made it. The weather was fine as the match started and stayed good and shooting progressed quickly. So did the sweets beside the wood stove. The shoot was enjoyed by all.

Thanks to Dan for directing the match and choosing some interesting targets. 

And to Darryl for the photography and Volker for the sweets, scoring, and RO'ing. 

NOVEMBER 13, 2022 – MINTO – AGM and RIMFIRE FUN SHOOT - RESULTS

It was an overcast and chilly day with temperatures ranging from 1-4c. Winds were N-NE and fairly steady at 8-12 km/h. Once the AGM was over, eleven shooters participated, 5 shooting Open class BR and 6 shooting Sporter class. A good time was had by all.

OCTOBER 30, 2022 – MINTO – RIMFIRE FUN SHOOT - RESULTS

Beautiful sunny morning, cloudless sky and temperatures rose from 6c – 14c by lunch time. Winds were light at 2-8 km/h, NW for the “A” targets, and switching between NW-SW for the “B” targets. Eleven shooters participated, 6 shooting BR and 5 shooting Sporter. Regular benchrest targets were used for the Open Class. Regular sporter targets were used for the Sporter Class, with a twist - to record an X, the shot could not touch the inner red 10 ring, (the X shot had to be fully in the white area). Congratulations to Wayne LeB. for scoring the only X in Sporter Class. With the small group our shoot was completed by 1pm and everyone was on their way home. A good time was had by all.
